Appendix 1501. Requirements for change.
When the public necessity, convenience, general welfare, or good zoning practice justify such action, and after the required review and report of the Planning Commission, County Council may undertake the necessary steps to amend the Zoning Ordinance.

1501.1 Minimum acreage requirements for rezoning applications. No request to rezone property to a Planned Development District (PDD) shall be submitted for consideration unless such request contains the minimum acreage as set forth in Table 1, below. Such acreage requirements; however; shall not apply when:
1.
The request will extend the boundaries of an existing PDD;
2.
The request is located in the core area of a Hamlet, Village or Township "node" as defined in the Comprehensive Plan;
3.
The request is located in the transition area of a Township "node" as defined in the Comprehensive Plan.

1501.2. Availability of certain zoning districts for rezoning requests. Upon the effective date of this section, the following zoning districts shall no longer be available for use in the rezoning of property within Horry County pursuant to the directives of Horry County Council.

1501.3 Submission criteria for medium and high density residential rezoning requests:
(A)
Any request to establish a residential zoning district (R, MR, or GR) where the density is ≥ four (4) units per acre shall follow the procedures set forth in Article XV of this ordinance. In presenting requests for rezoning, the applicant must submit a sketch plan that presents a general idea of how the tract of land will be developed. The sketch plan shall contain the following data:
1.
A site plan on a sheet size not to exceed thirty (30) inches × forty-two (42) inches;
2.
The plan will be drawn to a scale not smaller than one (1) inch = two hundred (200) feet;
3.
Proposed project name;
4.
Owner of the property and/or developer;
5.
Adjacent property owners and land uses;
6.
Proposed rights-of-way and lot layout compliant with the requirements of Article 3, 4, and 7 of the Land Development Regulations;
7.
Adjacent driveway, roadway, and curb-cut locations;
8.
Table summarizing project acreage, density, number of lots, minimum lot area in square feet, and minimum lot dimensions;
9.
North arrow, written and graphic scales, and a location map showing the relationship between the proposed land development and the surrounding area;
10.
Tract boundaries and total land area;
11.
Existing and proposed land uses throughout the development;
12.
Existing road rights-of-way and easements;
13.
Note regarding the intent to supply water (wells) and sewer (septic);
14.
Zoning classification; and
15.
County Tax Map Number of the proposed development.
(B)
Any request to establish a residential zoning district (R, MR) where the density is greater than or equal to four (4) units per acre shall follow the procedures set forth in Article XV of this ordinance. In presenting requests for rezoning, the applicant must submit one (1) of the following:
1.
Wetlands verification letter from the Corps of Engineers;
2.
Certified wetlands delineation map;
3.
Preliminary jurisdictional determination letter from the Corps of Engineers;
4.
Preliminary Wetlands Assessment prepared by a qualified wetlands consultant.
1501.4 Submission Criteria for the Marine Industrial (MI) District.
A.
Any request to establish a Marine Industrial district (MI) shall meet the following criteria:
1.
Minimum size to rezone to MI district is one hundred (100) acres. This can be a group of existing contiguous parcels.
2.
Conceptual plan showing major roadways and potential traffic impacts and improvements shall be submitted with the request.
