§ 12.5-24. Records to be kept.

  • Every pawnbroker licensed under the provisions of this article shall at the time of the loan or purchase, provide a full, comprehensive, and accurate description of the goods, article or things pawned, pledged, purchased, given, traded, or placed on consignment. A description identifying the object shall include, but not limited to, make or manufacturer, brand, model number/type, serial number, owner applied identification numbers/letters, VIN, year, color, size, length, weight, inscriptions, karats, type, patterns, monogram or letters of any kind on the article, engravings, design, other unusual identification marks, or any other information describing the item; the amount of money provided thereon; the time of the pledging of them; the charges or rates of interest to be paid on the loan; and the name and residence, telephone number, of the person pawning or pledging the goods, articles or things of value, a digital fingerprint scan of the right or left thumb, a color digital photocopy of the customers valid US identification card; an identifiable, front facial close up, digital, color, photograph of the customer; and of each item/property pawned or sold by the customer.

    If the article is purchased by the pawnbroker, the pawnbroker will indicate "purchased" on the book or forms provided.

    For the purpose of this section, acceptable valid U.S. identification card is a valid S.C. driver's license or identification card, a valid driver's license or identification from another state of the U.S.A., or a valid U.S. military ID card.
