The purpose of this article is to regulate late night establishments that offer or
allow on-premises consumption of alcohol and that operate between the hours of 12:00
midnight and 6:00 a.m. within the unincorporated areas of Horry County, in order to
prevent personal and property crimes, prostitution, lewdness, violence, illicit drug
use and drug trafficking, negative impacts on surrounding properties, blight, litter,
and sexual assault and exploitation, and to increase awareness of over-service of
alcoholic beverages and curb underage drinking.
