§ 15-38. General powers and duties.
The planning commission shall have the powers, duties, responsibilities, and jurisdiction as set forth below:
(1)
Prepare and revise periodically a comprehensive plan and program for the development of the county.
(2)
Prepare and recommend for adoption to the county council as a means for implementing the plan and program:
a.
Zoning ordinances, resolutions, maps, and appropriate revisions thereof;
b.
Regulations for the development and subdivision of land and appropriate revisions;
c.
An official and appropriate revision thereof showing the exact location of existing or proposed public streets, highways, and utility rights-of-way and public building sites, together with regulations to control the erection of buildings or other structures or changes in land use within such rights-of-way, building sites, or open spaces within its political jurisdiction or a specified portion thereof;
d.
A capital improvements program setting forth projects required to implement plans which have been prepared and adopted, including an annual listing of priority projects for consideration by the county council and its agencies, boards, commissions, and other subunits responsible for implementation prior to preparation of their capital budget; and
e.
Such other matters or classes of matters as may now or hereafter be properly referred to the commission by the county council for consideration and recommendation, as provided for by Title 6, Chapter 29 of the South Carolina Code of Laws, 1976, as amended.
(3)
Establish principles and recommend policies for guiding action in the development of the county.
(4)
Prepare and recommend regulations, other than those previously mentioned, promoting orderly development in accordance with the comprehensive plan.
(5)
Review whether specific proposed developments conform to the principles and requirements of the comprehensive plan for the growth and improvement of the county.
(6)
Review and recommend to the county council any needed changes in the zoning regulations of the county, as well as the development and subdivision regulations, the official map, and other codes, ordinances, and controls related to the county's development.
(7)
Keep the county council and the general public informed and advised as to these matters.
