§ 15-63. Executive director.
(a)
The county administrator shall be responsible for the recruitment, selection, employment and discharge of an executive director, consistent with the purposes and objectives of this article and the policies of the board and county council. The county administrator will be responsible for providing guidance to and supervision of the executive director to ensure that county council's policies, goals and objectives are accomplished. The county administrator will provide the cooperation and assistance necessary to the development board to assist it in carrying out its goals and objectives.
(b)
The recruitment, selection, employment and discharge of an executive director as an authorized full-time position shall be handled in accordance with the county personnel rules and regulations, including any subsequent amendments thereto, and S.C. Code 1976, section 4-9-630.
(c)
The executive director may expend such monies from a budgeted discretionary fund as he deems necessary and proper in order to actively recruit industry and otherwise further the goals of the board and county council. All records regarding the receipt and expenditure of such funds shall be open at all times for examination by the county internal auditor or his designee.
