§ 2-74. Accountability of all boards, commissions, committee and agencies.
All boards, commissions, committees and agencies as defined in section 2-72 shall be accountable to the general public and the county through the county administrator.
(1)
Meetings and public hearings.
(a)
All meetings shall be held in a place accessible and open to the general public. Boards and commissions of county government shall hold meetings in public facilities.
(b)
Meetings and actions of all boards, commissions, committees and agencies shall be governed by the requirements of the South Carolina Freedom of Information Act (S.C. Code of Laws, sections 30-3-10 to 30-5-50).
(c)
All meetings shall be advertised, as a minimum with a notice posted on the bulletin board in the county council office at least twenty-four (24) hours prior to the scheduled meeting.
(d)
All meetings at which public hearings are to be conducted must be advertised at least once in a newspaper of general circulation in Horry County fifteen (15) days prior to the date scheduled for the public hearing in addition to normal meeting notices.
(2)
Minutes.
(a)
Minutes and other official records of all meetings and actions shall be kept.
(b)
Copies of minutes and other official records of all meetings, duly signed by the appropriate officer, shall be forwarded to the county administrator within thirty (30) days after each meeting.
(3)
Finances.
(a)
Budget requests shall be submitted according to the schedule and format of the annual Horry County budget manual.
(b)
Budget requests shall be accompanied by a line-item justification, a statement of goals and objectives for the use of county funds, and any other information required by the county administrator and the county council. Approval must be obtained before making line-item revisions in, or reprogramming funds from, previously approved budget requests as provided in the current budget.
(c)
If agency-wide total budgets, including county and noncounty funds, exceed twenty thousand dollars ($20,000.00), then such budget requests also shall be accompanied by a total agency-wide proposed line item budget, identifying all projected sources of funding.
(d)
For boards, commissions, committees and agencies not fully under county's financial management system, an audit report and management letter if provided by the external auditor shall be submitted to the county administrator by September 30 of each year for the last previous fiscal year in which county funds were obtained.
(e)
Before receiving county funds, all boards or commissions, committees or agencies shall certify that they will follow the purchasing policies of Horry County, at a minimum, for all bidding and other procurements.
