§ 2-76. Matters pertaining to boards and commissions advisory to county departments.

  • (a)

    Boards and commissions established to work with county departments, other than those headed by elected officials, are advisory in nature. Such boards and commissions shall be charged with the responsibility of ensuring public input is received and evaluated and that recommendations are made, subject to the requirements of the Horry County Code and existing county policies. Recommendations for changes or improvements shall be submitted to the county administrator at least fourteen (14) days before the county council consideration is desired. All recommendations that have impact of a financial nature shall be considered during the annual budget process, unless the matter is truly an emergency situation.

    (b)

    The personnel of departments having boards or commissions are responsible to the county administrator as prescribed in South Carolina Code of Laws, section 4-9-630, and to the operating and personnel policies and procedures established by the Horry County Council.

    (c)

    Boards and commissions advisory to county departments and the staff of these respective departments shall coordinate their activities with the county administrator who shall serve as the official point of contact on all matters.
